The government of Canada has formally declared that agents aligned with a foreign government are suspected of criminal activities on Canadian soil, including harassment, surveillance, intimidation, extortion and murder, targeting members of the Sikh community.
As part of the response, Canada expelled several diplomats whose names were tied to the investigations. Canadian authorities emphasized that foreign diplomats or agents cannot use Canada as a safe base to threaten or harm residents.
Law enforcement agencies have warned multiple individuals — notably Sikh Canadians — with “duty to warn” notices, alerting them that credible threats to their lives exist within Canada.
Community leaders and advocacy groups have called for stronger protections, full transparency, and accountability to ensure civil rights, freedom of religion and expression, and safety are upheld for all visible minorities. The government says it is deploying all necessary measures to counter these threats and safeguard public safety across the country.
